Hopkins County Jail fits the local-jail use case, while Kentucky DOC institutions fit the state-prison path. The service can report a current facility, an identifying number, custody status, and a release date when the feeding agency reports the person out of custody.
That bridge is valuable because a released person often leaves the live Hopkins jail roster. VINE may preserve a reported custody change long enough to help confirm what happened. Still, it is not the jail’s release transaction, the court order, or a DOC discharge file. A VINE result reflects data supplied by a participating authority. It should be paired with Hopkins County Jail, KOOL, or the other responsible system when the answer has real consequences.
Coverage has firm boundaries. Federal Bureau of Prisons custody is not part of Kentucky VINE. Immigration custody also needs a separate ICE check. A person can leave one covered agency and enter a system outside VINE, so “not in custody” does not always mean free in the community.

A released status is strong corroboration that the reporting agency ended custody. It does not prove sentence discharge. Discharge means the legal sentence or supervision authority has ended. Nor does it rule out a detainer, which is a request or legal basis for another authority to hold or take custody of the person.

The Kentucky Attorney General’s VINE material says two telephone numbers can be registered. For a county-jail release, an unacknowledged call may repeat every 30 minutes for up to 24 hours. State-institution advance notice may be possible. Immediate credits, parole timing, a court discharge, or escape can make notice available only when the event occurs.
